Provincial secretary general of the PP in A Coruña and vice secretary of the PP in Galicia. He was the president of the Galician New Generations. He has been a deputy of the Galician Parliament since February 2003.

He was president of A Coruña County Council since 2011 until 2015, and after that, delegate of Xunta de Galicia in A Coruña.
