He took a degree in Law at the University of Santiago de Compostela in 1960 and has been practising as a lawyer since 1970. He has carried out many interventions before the Public Order Court and has been the juridical advisor of the Association of Galician Architects since 1974. He was the vicedean of the Bar Association of Vigo (1987-89), dean since 1989 and president of the Council of Galician Legal Profession for four years. He is on the standing committee of the General Council of the Spanish Legal Profession, being the seventh vicepresident and president of the Studies, Reports and Projects Commission. He is a member of the Galician Academy of Jurisprudence and Legislation and was the founder of the Galician Socialist Movement in 1974. He played an important role in the foundation of Vigo’s Democratic Xunta (1974) and the Galician Democratic Xunta (1975). He was at the head of the list of the Galician Socialist Party in the elections of 1977, candidate to be mayor in Vigo, representing the party ‘Unidade Galega’ and town councillor in the elections of 1979. He was also the general secretary of the ‘Partido Galeguista’ from 1981 to 1983.
He collaborates in newspapers on several occasions and has given several lectures.
He was awarded ‘Fernández Latorre’ Journalism Prize for his article 'La Iglesia no habla la misma lengua que los gallegos' and the prize, convoked on a special occasion by the newspaper Faro de Vigo owing to the capital status of the Galician Autonomous Region with his article 'Santiago, corazón de Europa'. He was a candidate to Ombudsman, officially admitted by the Galician Parliament Request Commission.
