He studied at the Diocesan Seminary in Lugo. In 1976, he took a degree in Moral Sciences at the Pontifical University of Comillas and a degree in Law at Complutense University (Madrid, 1980). Before taking his degree, he started to work in 1978 as articled clerk in the office of Pedro González López, where he collaborated until 1988. He has been practising as a lawyer since 1980. He has his own office in Lugo and is a member of the Bar Associations of Lugo, A Coruña and Pontevedra. He devotes himself to Civil, Penal, Administrative and Ecclesiastical Law.
He directed 'Cáritas Diocesana' in Lugo from 1980 to 1997 and was a member of the General Council. He was also 'general councillor' of 'Caixa Galicia' and a member of the board of directors of 'SEPT' publishing house. He is also the advisory lawyer of the Association of Pharmacists in Lugo and collaborates with the magazine 'Revista Xurídica Galega'.
