He took a degree in Law and took up the post as secretary of the City Council of Sobrado dos Monxes (A Coruña) in December 1981. In August 1982, he was appointed to the City Council of Avión (Ourense)

In 1987, and for five years, he was the president of the Provincial Association of Ourense of Secretaries, Auditors and Treasurers of Local Administration. He promoted the creation of the Galician Federation of Associations, holding his first post as secretary.

In 1987, he took an active part in the creation of the ‘Mancomunidad Intermunicipal de O Ribeiro’ (one of the first ones founded in Galicia, which was a reference for many others). He became vicesecretary and secretary of this institution.

Nowadays, he is proposing a deep reform for local administration, defending the non-traumatic fusion of city councils. He has got a blog and has published several opinion articles about this subject.
