He graduated as naval architect. He was director general of national and international companies related to the naval, fishing and canning sector. He filled the office of 'Conselleiro de Pesca' of the Xunta de Galicia in the first autonomous government, 'Conselleiro de Industria, Energía y Comercio', member of the Galician and European Parliament and manager of 'Provigo' Foundation and its area.
