He took a degree in Law at the University of Santiago (1962-1966) and a doctor’s degree at the same university (1970) and also attended courses abroad: Salzburg (1965), Radolfzell - Germany (1967), Coimbra (1971), Salzburg (1972), Heidelberg (1973), Coimbra (1973) and Cologne (1997).
He was an assistant Professor of Economy and Finances in the Faculty of Law at the University of Santiago (1966-67 and 1967-68), assistant Professor (1968-1973), Professor of Financial and Tax Law (1973-1990), Professor of Financial and Tax Law in the Faculty of Law at the University of Santiago since 1990, Professor emeritus of the University of Santiago since 1st October 2004 and substitute judge at the Galician High Court of Justice (judicial year: 1990-1991).
He enjoyed scholarships from the Ministry of Education, the Deutscher Akademischer Austauschdienst, Fulbright Foundation and Alexander von Humboldt-Stiftung.
He wrote many books and reports.
He was a deputy in 1977, representing the ‘Unión de Centro Democrático’ in A Coruña, member of the European Council representing the UCD (1979), member of the executive committee of the Interparlamentarian Union (1979-1982), member of the mixed commission European Parliament - Spanish Parliament (1979-1982), director general of Justice - Xunta de Galicia (October 1987 - February 1988), member of the ‘Xunta Electoral de Galicia’ (1982-1994 and August 1997-1999) and councillor in Santiago de Compostela (‘Partido Popular’, June 1999).
He is a member of the Order of the Constitutional Merit, member of ‘Museo do Pobo Galego’ Patronage, member of Alexander Von Humboldt Association in Spain (vicepresident since September 1998 up to 2006), member of J. Willian Fulbright Association, member of the Spanish Association of Financial Law, member of the Association of Financial and Tax Law Professors and member of the European Asociation of Tax Law Professors. Since May 2004, he has been the president of the Association of Old Pupils of the University of Santiago de Compostela.
