He took a degree in Theology and Philosophy and a doctor’s degree in Philosophy at the Pontifical Gregorian University of Rome. He studied in the Seminary of Santiago de Compostela, at the Pontifical University of Comillas (Santander), the Pontifical Gregorian University of Rome and the Institute of Theology in Munich (Germany). He directed the ‘Burgo de las Naciones’ (University of Santiago de Compostela) and the Theological Institute of Compostela and was the rector of the Seminary of Santiago de Compostela, dean of Santiago’s Cathedral, vicar general of the archbishopric of Santiago de Compostela and bishop of Santiago de Compostela (1999-2002). He has been the bishop of Ourense since 22nd September 2002. Besides, he was a teacher in the Minor Seminary of Santiago, coadjutor of San Juan Apóstol Parish Church in Santiago and Professor of the Theological Institute of Compostela.
He is the author of several books about Philosophy and pastoral matters.
He is a member of the Episcopal Commission of Faith Teaching and the Episcopal Commission of Migrations and promoter bishop of the Sea Apostolate in Spain.
