He is a captain of the Merchant Navy.Political Activity:From 1982 to 1991, he was an autonomic deputy of the political party 'Partido Popular', as well as spokesman for fishing matters. From 1982 to 1985, he filled the office of 'Director General de Pesca e Marisqueo'. During the period (1987-1991, he was deputy mayor in Ribeira (A Coruña). Since 1991, he has been Major in Ribeira (political party 'Partido Popular'). From 1995 to 1999, he was the first vice-president at the County Council of A Coruña and responsible for the Committee of Roads and Works. Since 1999, he has been the president of the County Council of A Coruña. From 1991 to 1995, he was the president of the Galician Federation of Municipalities and Provinces.
