He took a degree in Law at Santiago University (1972-77) and specialised in Urban Law and Town Planning. From November 1990 to December 1997, he filled the office of 'Director General de Urbanismo' in the Xunta de Galicia. In 1984, he entered the autonomous Administration as secretary of the Provincial Committee of Town Planning of Pontevedra. Then, he became head of the Town Planning Service in Pontevedra and head of the Central Services of Urban Doctrine. He also filled the following offices:-Vice-president of the Galician Committee of Town Planning. -Vice-president of the 'Instituto Galego de Vivenda e Solo' (Galician Institute of Housing and Soil'. -President of the four Provincial Committees of Town Planning. -Consultant of the Societies of Urban Management: 'Xestur' Ourense and Pontevedra. -Consultant of the Galician Society of Regional Development. -Member of the Galician Committee of Environment. -Member of the Galician Committee of Commercial Equipment. -Legal Adviser of the bank firm 'Banco de Crédito Agrícola'. -Urban adviser in the City Council of A Coruña. Nowadays, he works as a lawyer into partnership with 'MARTÍNEZ BARROS, LAWYERS' and directs the firm 'URBAGALEX' (Management of the Real Estate Process) in Vigo.He is also the urban adviser in the City Councils of Ourense and Cambados.
He wrote some works about Urban Law and gave many lectures about this subject and specialized courses in Galicia and other places outside Galicia. He also gave courses in the Galician School of Public Administration ('Escola Galega de Administración Pública - EGAP'). During the period he spent in the 'Dirección General de Urbanismo', the four basic instruments of the Territorial Development in Galicia were carried out: -The Complementary and Subsidiary Norms for the Planning of the four Galician provinces (April 1991). -Law 7/1995 about Distribution and Delegation of Responsibilities about Town Planning. - Law 10/1995 about Territorial Development in Galicia. - Law 1/1997, 24th March, about Soil in Galicia.
