He directed the National Institute of Public Administration. He took a degree and a doctor's degree in Administrative Law. He was a deputy in A Coruña during the seventh session, under-secretary of Public Administration, director of the 'EGAP' (Galician School of Public Administration), director of the Canarian Institute of Public Administration and director of the magazine 'Revista Galega de Administración Pública'. He is the president of the 'Latin American Institute of Public Administration' Foundation, president of the editorial staff of administrative documentation, president of the magazine 'Xestión e Análise de Políticas Públicas', vice-president of the European Centre for the Training of Statisticians in Developing Countries, member of the Scientific Council of the European Institute of Public Administration, member of the Latin American Foundation of Government and Public Policy, member of the board of directors of the Latin American Centre of Administration for development, member of the board of directors of the International Institute of Administrative Sciences and member of the Scientific Committee of Latin American Organisation for the cooperation of municipalities. He is also the president of the Galician Forum of Social Studies.

He wrote several books about Public Law and Political Sciences such as A suspensión do acto administrativo; Principios de Ética Pública; A Administración Única no marco constitucional; Comunitarismo, ética e solidariedade; ¿Por qué el centro?: hacia la libertad solidaria or Nuevas claves del estado del bienestar. He also collaborated in the newspapers ABC, La Gaceta de los Negocios, La Voz de Galicia, O Correo Galego, Diario de Ferrol and La Región.

 Other Interesting Aspects

He got 'Decano Zárate and Penichez' Prize, awarded by the Bar Association of Santa Cruz de Tenerife and 'Decano Raimundo d'Adabal' Prize awarded by the Bar Association of Barcelona. In 2003, he was awarded the Cross of the Order of Isabel, the Catholic Queen.
