After taking a degree at the University of Santiago de Compostela and graduating in Medical Management, he began to work as a resident doctor at ‘Puerta de Hierro’ Clinic, nephrologist at the Galician General Hospital in Santiago de Compostela and Professor at the Faculty of Medicine in Santiago. He also worked as a nephrologist at Juan Canalejo Hospital in A Coruña, which he directed from 1983 to 1991. Besides, he taught Hospital Management at the National Health School in Madrid, directed Gregorio Marañón Hospital in Madrid (1991 and 1993) and was a Professor of the master in Hospital Management at the University Centre of Public Health (Autonomous University of Madrid). As far as his political activity is concerned, he was an advisor of the Parliamentary Commission for the Analysis and Evaluation of the National Health System, foundation member of the Democratic Association of Galician Students, leader of the Democratic Syndicate of Students of Santiago University, member of the national committees of the strikes for resident doctors, foundation member and president of the first and second conference of the Galician Health Syndicate (1977) and president of the steering committee of Juan Canalejo Hospital. After being a member of the left-wing parties ‘Esquerda Galega’ and ‘PSG-Esquerda Galega’, he joined the socialist party (‘PSdeG-PSOE’) in 1995, being the general vicesecretary (1998-2000). He was also a deputy in the fourth, fifth and sixth sessions and spokesman of the health area, member of the Commission on Social Policy and Employment and Secretary of Health at the ‘PsdeG’ executive committee.
