He studied Primary Education in Vilalba and Secondary Education in Vigo at a Jesuit school. He studied Law at 'Complutense' University in Madrid and specialised in Urban Law. He was an adviser of the Ministry of Information and Tourism and the Ministry of the Interior. He collaborated in the firm 'Tecniberia Ltd.' in Brazil and was an adviser of the Ministry of Information in Venezuela. He also directed the Real-State Department in Venezuela and was an adviser of several real- state, construction and touristic companies as well as religious and administrative institutions. Nowadays, he has an office in Madrid at Alberto Aguilera Street, 16-4º left, with five collaborators, dealing with civil, commercial, administrative, urban and real-state matters.
He has collaborated in about 200 plans of urban arrangement and compensation projects. He was a member of the first Spanish-Portuguese-American Tourism Assembly and the first National Tourism Assembly. He took part as rapporteur in Conferences on Town Planning and gave several lectures about town planning and human rights with interviews and collaborations in newspapers, radio and TV.
He was the first Spanish lawyer that took part in Strasbourg before the European Commission of Human Right. He made a speech for 'San Ramón' and 'Santa María' Festivities in Vilalba in 1989. He was distinguished as 'lucense del año' in 2007.
