He studied Law at Santiago de Compostela University and took his doctor's degree in Madrid, entering the Corps of State Lawyers in 1913. He started his political vocation when he was very young. In 1919, he was elected as a deputy in the district of Corcubión, being reelected in later years. During his presence in the Parliament, he contributed to the reformation of the Trade Code. He took part in the Government when he was nominated as director general of Registration and the Body of Notaries in 1921.
