He is a forestry expert (Polytechnic University, Madrid) and attended several courses related to his career. He taught Environment at Santiago, Vigo, 'Complutense' (Madrid) and 'Menéndez Pelayo' Universities. He filled several offices in the Institute for Nature Preservation (ICONA) in Teruel and Galicia. He was director general of Mounts and Natural Environment in the Xunta de Galicia from February 1990 to June 1996. He was a member of the Galician Society for Regional Development, 'Hunosa' and 'Inespal'. In June 1996, he was nominated as director general of Nature Preservation (Ministry of Environment) and vice-president of the Autonomous Institution of National Parks. In 1997, he came back to the Xunta de Galicia as 'Conselleiro de Medio Ambiente'.
He has published several reports on Environment, Mounts, Fires, Hunting and Fishing.
