He studied at the Seminary in Santiago, at the Latin American Theological Seminary in Madrid and at the Pontifical University in Salamanca. He worked as Consultant at the Fishermen Guild in Malpica (1971-1976). From 1972 to 1982, he directed the Social Institute of Sailormen in Malpica. Since 1982, he has been a teacher of Secondary Education, teaching Philosophy and Ethics. He was a town councillor for the PSG-EG party in Malpica (1979- 1983, 1987-1991) and Ponteceso (1991-1993).
