He travelled to Cuba when he was a child and returned in 1889. After taking a degree in Law, he practised the legal profession in A Coruña and taught Mercantile and Marine Legislation at the Business School in A Coruña and Vigo. He belonged to the Autonomous Republican Party and to Alejandro Lerroux's Radical party. He was a councillor in A Coruña on several occasions and even Mayor (1918-19). When the Second Republic was proclaimed, he was nominated as under-secretary of the Ministry of Communications, deputy and president of the Council of State as well as Minister of Admiralty (he filled this office for three months in 1935). In August of that year, he became a Professor of Philosophy of Law at La Laguna University (Tenerife) but he gave up because of the pressures he received.

Gerardo Abad published the book Institutos Náuticos oficiales. Situación del personal docente en 15 de abril de 1920 (A Coruña, 1920).

 Other Interesting Aspects

In 1936, after the revolt against the Republic, he was arrested and sent to 'Porlier' prison, where the riot police and militiamen murdered him.
